This certificate was considered as official evidence of the initial conveyance of title of a parcel of land to an owner who would then be responsible for the payment of land taxes. This legal instrument usually resulted from a land survey by the government. An unchangeable concept in feudal China was that "The land is not private if land tax is not paid".
